Honestly? I suspect cost. Freeze-drying is an inherently expensive process. I'm not sure what the actual unit gubbmint cost is for a case of MREs but it is somewhere around $120 or so. Those "Hot Beverage" bags with zip closures are pretty good, I never use them for drinks, but they work well for keeping small articles dry and organized and seem durable.

I'm impressed by the fact they include 3 gram packages of Coffee. Not one, but count 'em, Two of 'em. And enough sugar to run a small still. By the time MCIs rolled around they were a single 2.5 gram pack. Now in the MRE they are a pathetic 2.2 grams (or less) and not even included in every meal. Ha...
